Victoria has the lowest proportion of women in custody of any state—an outcome that reflects deliberate effort, not chance. 

This progress is driven by the dedication and impact of programs such as Women and Mentoring WAM Limited, which provide early intervention and meaningful support for women at risk of entering the justice system. 

Connecting women with experienced mentors can be life-changing. For many, it offers the guidance, stability, and support needed to stay on a positive path and avoid future involvement in the criminal justice system. 

We know that supporting women to steer away from the justice system is essential to building stronger, safer communities—and programs like WAM continue to make a real difference.
